Decision rule

Only prospective observations within the fixed horizon enter confirmatory scoring. Retrospective examples remain exploratory, and misses and ordinary non-event periods stay in the denominator.

A launch-timing rule is registered against a bounded activation metric and random-clock comparator before release. The later result is scored whether favorable, unfavorable, or null.
