Who has authority to implement a policy

For each action identify the responsible legislature, executive body, regulator or court, and whether responsibility is federal, state or local. A desirable outcome does not create implementation power.

Read the governing instrument, effective date, delegated powers and relevant judicial constraints. Constitutional text is a starting point, not a substitute for statutes and case law. Treat international obligations and other governments’ decisions as separate constraints.

Where authority is unresolved, the brief labels it as requiring legal review. A president cannot be assumed to change local zoning, retail electricity prices or legal entitlements by announcement alone.
